Public Hearings on Puerto Rico Ports Authority (PRPA)
Container Inspection Program Set for January 21st
New PRPA Regulation for Inspection
Of International & Domestic Containers Arriving in Puerto Rico
Dear Valued Customer:
The Puerto Rico Ports Authority is holding a public hearing on its proposed Container Inspection regulation. The PRPA inspection process as proposed is not clearly defined and we encourage those seeking more detail or wishing to make comment on the proposed regulation to attend the hearing in San Juan or contact the hearing officer directly.
As currently written, the Inspection Program would
“implement security measures in its (PRPA) port facilities, which include the installation of a new inspection system using non-intrusive scanning technology with the capacity of scanning up to 100% of the inbound Closed Containers entering the San Juan Port Facilities not previously selected and scanned (imaged) by the United States Custom Border Protection.”
The PRPA regulation states that it would implement Scanning Fees in order to cover the costs associated with the Container Inspection Program; $58 per 20ft or tank containers and $70 per container equal or greater than 40ft.
The Container Inspection regulation does not provide any information on the location placement of scanning equipment, the impact on traffic flow and port congestion, the criteria upon which containers would be selected for scanning, or the methods for the collection of scanning fees.
