Dear Valued Customer:
Horizon Lines would like to remind you of the upcoming new fees and regulations being implemented by the Port of Los Angeles. There are new requirements for all cargo entering the Port of Los Angeles as of Wednesday, October 1st, 2008. This includes both inbound and outbound cargo.
In order for your cargo to successfully enter the Port of Los Angeles on or after Wednesday, October 1st, 2008, the following items need to be in place:
1) The Beneficial Cargo Owner (BCO) needs to be registered on PortCheck at: www.portcheck.org At this time the PortCheck website is under construction. As an interim, the Port is asking all BCOs to register on PierPass at: www.pierpass-tmf.org If you are a BCO, you need to be registered.
2) The Licensed Motor Carrier (LMC) transporting your cargo into the Port needs to have applied for a Concession with the Port of Los Angeles in order to do business in the Port. Each of their trucks must be registered with the Port.
3) The truck that drays your cargo into the Port of Los Angeles must be a model year 1989 or newer. The Port is currently issuing Temporary Permits in the form of decals. Pre-1989 model year trucks and their cargo WILL be turned away on and after Wednesday, October 1st, 2008.
4) The driver of the truck that drays your cargo must either have a TWIC identification card or be able to show evidence that they have applied for a TWIC.
If any of these four items is NOT in place as of Wednesday, October 1st, 2008, your cargo will be refused entry into the Port of Los Angeles.
The Port of Los Angeles has stated that effective Wednesday, October 1st, 2008, there will be a charge $35 per TEU assessed for every pre-2007 truck entering the Port of Los Angeles, whether inbound or outbound. However, the Port issued the following statement, “It is anticipated that the fee collection system will be operational a few weeks after October 1. Until the system is up and running, the fee will not be assessed.” Please be advised that the Port may begin to collect fees at any time after October 1st, 2008.
Horizon Lines is not involved in administering this program, and these fees are directly between the Port and the BCOs.
