Hacienda Documentation Update effective October 3rd, 2011
Dear Valued Customer:
The Puerto Rico Department of Revenue (Hacienda) has released a public notice changing the requirements for electronic submission of container documentation.

For the convenience of our customer base, an unofficial translation to English is provided below:
“As of 10/3/11 inclusion of Merchant Registration Number of importers and consignees will be required as part of the carrier’s electronic cargo manifest process. Importers and consignees must provide ocean, air, and inland carriers with their Merchant Registration Numbers. Hacienda’s system will issue a warning for non-compliance in the event this number is not provided.
This will be a firm requirement effective 12/1/11 in order to electronically process manifests and to authorize cargo pick up prior to the payment of the applicable excise tax or sales tax. We urge all importers and consignees to provide their carriers with their Merchant Registration Numbers so they can comply with this requirement.
The provisions of this bulletin go into effect 10/3/11. If you have any questions or comments, please contact Hacienda at (787)200-7700.”
Horizon Lines’ Puerto Rico customers are encouraged to forward a copy of their Merchant Registration Number by email to PuertoRicoMerchantRegistration@horizonlines.com as soon as possible to avoid any availability delays to their arriving cargo.
Alternatively, customers may include their Merchant Registration Numbers when furnishing shipping instructions to Horizon Lines.
