PUERTO RICO SERVICE ANNOUNCEMENT
Puerto Rico Port Authority Cargo Facility Surcharge Change - Effective 10-21-2011
Dear Valued Customer:
The Puerto Rico Ports Authority (PRPA) has notified the trade serving Puerto Rico that all containers arriving on the island will be subject to an “Enhanced Scanning Fee” according to PRPA Resolution #8067.
The implementation of this resolution stipulates that the PRPA will bill each carrier, and each carrier will in turn bill its customers to recoup this cost.
In order to comply with this resolution, Horizon Lines is adjusting its Puerto Rico Ports Authority Cargo Facility Surcharge (STB Tariff HRZD 414 Rule 010-K) effective October 21st, 2011 as follows:

(Includes Puerto Rico Ports Authority Enhanced Scanning Fee for SB Shipments)
SB Shipments to San Juan - $90
NB Shipments from San Juan - $15
The new fee level applicable to SB shipments reflects both PRPA’s Enhanced Scanning Fee - which applies on a per ton basis and has a per container cap - and the related administrative and processing expenses that Horizon Lines will incur because of the new scanning fee.
Horizon Lines would also like its customers to be aware PRPA Resolution #8067 is being challenged in court by the Puerto Rico Shipping Association and the Puerto Rico Manufacturers Association, among others. In the event the courts determine the PRPA is unable to legally assess the Enhanced Scanning Fee, Horizon Lines will revert the subject surcharge to current levels.
